In Hell, Minos is at the entrance of Circle II because the souls of Limbo (Circle I) have no sins to confess and are not judged. In Dante's mythology, Minos is given the task of listening to the sins of souls, who hide nothing from the demon. Having heard the sins, Minos communicates to them the destination inside hell, rolling up its snake tail of as many turns as the circles of destination.
"You were horribly Minos, and growls:
examines the faults and the intras;
judge and send according to cling.
I say that when the soul is badly born
he comes before them, all confesses;
and that knower of the sins
he sees what place of hell is from it;
Cignesi with the tail many times
however degrees it wants it to be put down. "
