The painting is showing the old tradition of India. It is about the god name Shiv. Mythologically speaking, devotees used these smoking things to prevent it from society for his god Shiva. The Puranik story of this form is, Shiva drank the poison that came out of 'Samudra-Manthan'. 'Halahal' was the deadliest poison and nobody could have taken control of it. If left alone it would destroy everything. Shiva stepped in and drank it. That's why his devotees smokes.
